Eligibility - Hardware Access Scheme


Pathway: Financial Hardship

Health (A1)

To be eligible for the Hardware Access Scheme for Financial Hardship Pathway (health focused), beneficiaries must meet all of the following criteria:

  • be digitally excluded
  • be aged 18 or over
  • be a Kent or Medway resident, permanently living within Medway or one of the 12 local authorities covered by Kent County Council
  • be a patient of one of the Kent and Medway NHS GP practices
  • be in receipt of means tested benefits, or your household income is less than £40,000 per annum before tax
  • do not have more than £1,000 in savings
  • have a diagnosed health condition, which would be improved by being digitally included

For this pathway, we are only accepting referrals from public sector health and care professionals and/or recognised social prescribers. Referrals from other professionals or self-referrals will be rejected.

Pathway: Education

To be eligible for the Hardware Access Scheme under the Education Pathway, beneficiaries must meet the following criteria:

  • be digitally excluded
  • be aged 10 to 16, or up to 25 with an Education, Health and Care Plan (EHCP)
  • be a Kent resident, permanently living within one of the 12 local authorities covered by Kent County Council (this excludes Medway)
  • be in a household with income that is less than £40,000 per annum before tax
  • be in a household that does not have more than £1,000 in savings
  • be in education and/or training, and meet one of the following statements: 
    • has special educational needs or disabilities 
    • is eligible for free school meals 
    • is eligible for pupil premium funding
    • is a young carer
    • is aged 14 or above and has been identified as at-risk of becoming NEET (someone who would be not in employment, education or training)

For this pathway, we will accept referrals from self referrers and all professional referrers.

Pathway: NEET

To be eligible for the Hardware Access Scheme under NEET Pathway, beneficiaries must meet all of the following criteria: 

  • be digitally excluded
  • be aged 16 to 18, or aged up to 25 with an Education, Health and Care Plan (EHCP)
  • be a Kent resident, permanently living within one of the 12 local authorities covered by Kent County Council (this excludes Medway)
  • not in education, employment or training, and is actively engaged with Kent County Council's NEET Support Service(s).

For this pathway, we will accept referrals from self referrers and all professional referrers.
